Importance & Significance:

The day is dedicated to Lord Subramanya (also known as Murugan, Kartikeya, Skanda) — the son of Lord Shiva and Goddess Parvati, and the commander of the gods’ army in Hindu mythology.
On this day, the victory of Lord Subramanya over the demon (often Tarakasura or another asura) is celebrated — signifying the triumph of good over evil, and the removal of obstacles.
It is believed that worshipping Lord Subramanya on this day can relieve devotees of certain afflictions such as Sarpa Dosha (serpent-affliction) and other obstacles in life.
Rituals of bathing, offering prayers, performing abhishekam (ritual bathing of the deity), pilgrimage to Murugan/ Subramanya temples, fasting, and charitable acts are emphasized

Who Should Perform / Observe

Devotees of Lord Subramanya / Murugan: Anyone who venerates Lord Subramanya is recommended to observe this day. People facing obstacles, delays, serpent-related afflictions (in traditional belief) or desiring spiritual protection: Because of the belief that this day relieves doshas and obstacles, those facing such challenges may especially observe it. Practitioners who wish to undertake a vrat (fast) and perform special puja: The day is apt for undertaking a vow, fast and ritual worship.
